Slightly simpler: you can simply use \label{} and \ref{} directly in org
text:

* Introduction \label{sec:intro}
In section \ref{sec:intro}, we see that...

Much cleaner than having to put in latex directives to org.
Obviously, the label need not be on the headline; it could just as well
be on the next line.
