Am I missing something? No, for package manager "emacs -Q" should work well enough. The fork/spawn thing might still be useful to make this more efficient or (if you allow to create such fork points programmatically) to enable Emacs to easily backtrack to some earlier state. But that should be discussed in emacs-devel under a different headline.
