I am ok with making :tangle accept multiple values, but I think that
having a separate :tangle-directory argument is still useful.

Consider something like

#+PROPERTY: header-args :tangle-directory '("/path/to/project1" "/path/to/project2")

#+begin_src :tangle file1
...
#+end_src

#+begin_src :tangle file2
...
#+end_src
