Interesting.  I have

  latexmk -g -pdf -pdflatex=\"%latex\" -shell-escape -outdir=%o %f

which I don't think has changed recently.

However, since with

  #+BEGIN_SRC latex :cache yes :eval never-export

caching, not exporting, and including the graphics all work, I not sure
how to debug the problem.  It is not at all clear to me how these three
things are connected.
