With Emacs -q, in a new org file, set ~org-footnote-define-inline~ to t.
With point at the beginning of the line invoke =M-x org-footnote-new=.
As implied in the syntax spec, inline and anonymous footnotes are
permitted to occur on an unindented line (unlike a footnote reference).
Given that, the expectation with the above settings is for
org-footnote-new to insert an inlined footnote at point (which is at the
beginning of a line).
However, what's observed is a user-error "Cannot insert a footnote
here" when point is at the beginning of a line.
Additionally, and seemingly related, fontlocking for unindented
anonymous and inlined footnotes is also broken. This can be observed
via emacs -q and opening a file with the following contents:

** 9.7.11, 9.6.15
[fn::This footnote has not fontlocking.]
[fn:1:This doesn't fontlock either.]
[fn::Fontlocking works in this footnote.]
#+end_example
Also broken are commands like =M-x org-footnote-new= (even when
).
The reason seems to be =(bolp)= in the definition of
=org-footnote--allow-reference-p=.
