Thanks for reporting!
I was able to reproduce with the built-in version of Org (9.6.6).
Although, the newline is actually created, but not visible (it is added
to the folded heading)

I am, however, unable to reproduce using the latest stable Org.
May you please update to the latest Org version from ELPA (9.6.9) and
let us know if you are still seeing the problem?
