Confirmed.
Steps to reproduce:

1. emacs -Q
2. Open a new Org file
3. C-c C-a c <select some file> <RET>
4. Get an error "Before first heading ..."

The problem is that `org-attach-attach' tries to set "ATTACH" flag
running `org-set-tags'. And `org-set-tags' does not know how to set file
tags.
