Your example fails on my Mac texlive-2020 with:

! Misplaced \noalign.
\hline ->\noalign
                   {\ifnum 0=`}\fi \hrule \@height \arrayrulewidth 
\futurelet...

l.40 \hline

It compiles when I remove \hline
