It (along with other with-... constructs) is a macro, so there may be some problem with compilation (although I tried compiling org as well). Can you try with uncompiled org-capture.el? The first error message seems to indicate that o-c-b-l-s-p was compiled without knowledge of the macro, so it assumes that it is a function that will exist at runtime. Or perhaps starting with a fresh emacs might make the problem go away. Nick PS.
