Subject: Error Loading org Files with 5.02

I have just upgraded from 4.75 to 5.02. When I try to load an org file I 
get:

File mode specification error: void-variable macro-declaration-function

This is with emacs 21.4.1 on Ubuntu Feisty. I think the problem is emacs 
version specific because I don't get the error running emacs snapshot on 
the same computer.
