I trying to make a script that 

(a) automatically creates a file e.g.  notes-04-15-2019.org

(b) makes a link to notes-40-15-2019.org automatically in index.org under a specific heading 

(c) open notes-04-2019.org in the buffer

Does anybody know how to do this.
