If you are using the old exporter:
#+attr_latex: scale=1.0
should work. With the new exporter this should be:
#+attr_latex: :options "scale=1.0"
Note: With the new exporter, any backslashes inside the double quotes
need to escaped. e.g. "width=0.9\\textwidth"
