Do C-h v org-file-properties RET before and after the C-c C-c:
afterwards I get

,----
| org-file-properties is a variable defined in `org.el'.
| Its value is (("var" . "bar=44"))
|
| Local in buffer seb.org; global value is nil
|
| Automatically becomes buffer-local when set in any fashion.
|
| Documentation:
| List of property/value pairs that can be inherited by any entry.
| Valid for the current buffer.
| This variable is populated from #+PROPERTY lines.
`----

What do you get?

Nick
