I don't know if C-u C-c C-t was ever intended to work, but it's
definitely broken. I'm guessing most people use C-# C-c C-t

* Test (C-u C-c C-t)

Args out of range: 2, 9

and

* Test
** Test (C-u C-c C-t)

Changes it to:
TODO ** Test

????  Works just fine for me, it offers completion on TODO
keywords.

Anyone else has problems with this?

It works for me; though I had previously not known it existed.  Now that
I know about it, I doubt I'll use C-c C-t without the prefix arg
anymore.

I narrowed it down to being some sort of interference from highline-mode.

Yes, a problem is there in this interaction.  I'd like to blame it on
highline-mode :-)

As a short-term work-around, how about using hl-line-mode, which
seems to be doing basically the same?
